One of the competences of the Operation Service of the Provincial Council of Bizkaia is the development and monitoring of the construction works that third parties carry out in the road protection areas, as well as the special uses that are given on the same. All this is materialized through authorization proceedings based on the provisions of Chapters III and IV of the Biscay Roads Regulation 2/2011.

In general, the vast majority of the files are fully resolved internally, although among the numerous authorization files that are being generated (around 2,000 per year), the need to carry out reports or engineering work necessary for a correct resolution arises from time to time. Or there is a need for a set or typology of files, for which the means are not available due to the specificity of knowledge or lack of auxiliary means in the government.

Therefore, the purpose of this contract is to carry out specific reports with the aim of covering the aforementioned needs. Within the reports related to the authorizations and studies for the passage of special transport on the roads of Bizkaia, the annual generic limitations report and the specific geometric limitations measurement reports stand out. These are usually generated by the introduction of new works carried out in the Bizkaia road-network.
