On view of the implementation of the Integrated Flood Prevention Plan of the Basque Country, the Basque Government saw the convenience of providing the Autonomous Community with a hydrological infrastructure that would allow the creation of a flood warning network, making an approximate proposal for the location of certain gauging stations.

Within this hydrological infrastructure, the construction of new gauging stations within the Historical Territory of Alava was foreseen. Among them is the Zadorra river at Etura.

In June 2002, Dair drafted the “Project for a gauging station on the Zadorra river in Etura”. The area chosen for the site corresponds to a section of the Zadorra river, upstream of the Ullibarri reservoir, outside the area affected by the levels of the reservoir.

Subsequently, this site was altered, moving the station 18 m upstream from the original area. The access road to the station was also modified, the final section of the road being parallel to the left bank of the Echebarri stream. These modifications, both in the location of the station itself and its elements, were motivated by different allegations that arose from the original project. Thus, the gauging station of the Zadorra river is definitively located next to the mouth of the Echebarri stream.

This modification in the location of the station motivated the developing of the document called “Updated project nº1 of the gauging station in the Zadorra river”.
