The scope of the work will be the seven municipalities that make up the Commonwealth of Uribe Kosta (Barrika, Berango, Gorliz, Lemoiz, Plentzia, Sopela and Urduliz) on an individual basis, given that each municipality has its own different local reality. The objective is to structure each municipality with a basic local network of bicycle paths, which will allow safe and efficient daily commuting within the “proBike” range (distances between 1 and 13 km).

To this end, a viable proposal for a network of cycle paths has been specified, which takes into account the internal mobility of people in each municipality, between the neighbourhoods and the tractor points, main destinations and origin of the population in their daily mobility. These are points such as the town hall, “kultur-etxea”, schools, health centers, sports centers, industrial estates and commercial areas, etc. Within these points, public transport stations and stops (metro stations and bus and Bizkaibus stops) play a decisive role. Therefore, together with the transformation solutions (adaptation) of the urban roads to favour bicycle mobility in each municipal area, the state of the situation of the regional cycling network has also been analysed, taking into account all the updates and corrections made by each municipality: its current and future degree of usefulness.

The new urban sections and their cycling connectivity with the supra-municipal network and with the network covered by the PTSVCB have also been taken into account. In addition to the friendly integration of the bicycle in the local urban fabric and the specific differentiated basic configuration required, specific measures have been included to improve cycling safety on public roads, traffic calming measures, measures to reinforce cycling circulation with markings, pavements, etc. At the same time, a program of actions for the promotion and encouragement of cycling has also been drafted to accompany the implementation of cycle paths in their development and usefulness.

A comprehensive analysis of the needs of the municipalities in terms of cycling mobility has been carried out, providing a reflection derived from a process of communication and internal and external participation (citizens). At an internal level, sessions with the technical and political staff of each municipality have been developed and energized. On the other hand, citizen participation has been facilitated and promoted through communications and online questionnaires for the collection of contributions aimed at ascertaining the expectations, concerns and priorities perceived by the population in relation to the use of bicycles in the urban environment.
